Ambassador Trinh Minh Manh was appointed by President Tran Dai Quang to be Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the State of Kuwait on May 17, 2017. Prior to his appointment, he served as Deputy Director General of the ASEAN Department of the Ministry of Foreign Affairs, where he was in charge of political and security issues including ASEAN-China negotiation on the implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) and the Code of Conduct in the South China Sea (COC). Before that, he covered ASEAN's external relations and ASEAN economic integration.

Another overseas assignment of his was at the Embassy of Vietnam in Washington DC from 2007 to 2010, where he served as Third then Second Secretary.

His other assignments in Hanoi include serving as Assistant Director General of the Americas Department, where he was responsible for Vietnam's relations with the United States including the elevation of Vietnam-U.S. relations to a comprehensive partnership in 2013. He also worked at the Policy Planning Department and the Translation and Interpretation Division of the Ministry. He has received many performance awards from the Foreign Ministry.

Ambassador Manh was born on 28th July 1976 and grew up in Hai Phong City, Vietnam. He graduated from the Institute for International Relations with a B.A. in international relations and earned his M.A. in international politics at the Melbourne University of Australia.

He is married with twin daughters.​
